| CAPP Process |
1. Property receives a First Response Notice (FRN) from a police officer when they are called to a noise violation and IF they confirm that there is a valid noise violation - they have to hear it first hand and it has to be within that parameters that are set forth such as distance it can be heard . So the person who hears the party MUST call it in and then the officers who respond MUST hear it themselves
2. If the party gets the FRN, they are on notice for 60 days. If they have a party again within that 60 days AND someone calls it in AND the officers get out there in time to hear it AND issue a 2nd FRN, then the house is placed on the CAPP list
1. Parking on the lawn has been watered down to an "Alternative Compliance
Letter" that will be sent to the owner if a report is filled out here at the
Submit Online button. I do them for CVE when I am in the mood

The City will send the letter, with no consequences, to the owner and one to
the reporting party, suggesting mediation services. The letter is "good" for
one year and the violation can't be reported again in that time frame.
2. I am always reminding CVE residents that they must call the police the
minute the party starts and get the Event/Incident Number. When anyone calls
the police on a house over here, they let me know. I do a public request for
the incident using date and address and save that report for my files.

3. The College View Estates Association has a letter we send to the owner of the property, who can be found calling this number. 619-236-3771 #1 The generic letter is attached. I am the one who sends the letter and I save a copy of it in my file on each house that has had parties.
4. I also send the letter to SDSU staff and our SDPD officer via one email to Diana Lara dlara3@sdsu.edu

If I know the property manager, I include them on all emails
5. If there are kids in the house that belong to any group at SDSU---sports, cheer, whatever, I send a letter to the AD and the coach, which can be found on the SDSU website. I save this to my file Sample attached
6. If it is a college house and/or a frat house, the party can be reported to SDSU, but I don't know what good it does. When I do these reports, I always click the box at the bottom (of the first one) to get and save the report so I have a copy of it.

I have an email folder for each house and I drop all emails related to the property into that file
I save it all in case we do a Civil Suit
Note: The same houses have the parties year in and year out. Many times a few of
the people graduate or move on and then friends of the left overs come in,
so we do go through it every year. The thing that makes the most difference
is persistent calling to SDPD regarding parties and getting that 1Sr FRN
issued. It sometimes takes a while, because the SDPD is not always able to
respond to party calls in time to hear them, so we just keep calling them
in.
