who's responsible for what, and how can I verify this??

Here you will find a somewhat detailed , “what and who to report to” locations where you can’t quite be sure who is responsible for this patch of bike path along a freeway, or near a freeway. Is it CAL TRANS? Or the City that the area is located in. We figure out some of the confusing ones. I plan to add more southern locations to the matrix soon, but I need to make another visit with the CTD11 rep who was so helpful to me back in 2022, when I put this together as a result of my bike incident where I broke my leg. Safety is a primary concern, and we want to save time determining which entity is responsible to fix the area in question, and have the documents to “help” any excuse makers that say, “it’s not our problem, it’s theirs, which I have come across a few times. I just send them on of the agreement s between the City, County, and CAL TRANS.
The areas in question:
Balboa Park crossing over 163.
Fairmount drive, from Montezuma and the bridge above the interchange.
15 bike path between CdR-S and Adams ave
Murphy Canyon bike path
52 bike path
path along the 125 leading from San Carlos to Grossmont College.
pedestrian paths going over 805 south of Balboa, and Birdland leading into Linda Vista.
Rose Creek Bike Path
Cara Knott (Poway)
Mercy rd bike path (where it runs into Emma)
56 bike path from east to west.I start with the area of Fairmount drive, Montezuma rd, the bike ped bridge that crosses the I-8 onramp to go both east and west, and 15, going north.
Inland Rail Trail (various sections)
Coast to Crest Trail (76) Oceanside to Vista.
Escondido Creek Trail.(over by the Transit center)

Below that, are breakdowns of each area, listed, with the various public information requests (PRA, PIR) that show the City maintenance contract (jurisdiction) in what you might think of it being CALTRANS So, next time you get the response, "this isn't us", pull up the below document and say, "yes it is" I've already called two different instance out as such.
this covers from the Mission Bay to La Jolla Cove, across to Mission Trails via 52, and south to I-8. Please download these files, as they could be just as helpful to you as they have been to me. To the right are maintenance agreements for this covered area. This one cover all overpasses on I-8 from Sunset Cliffs to College Ave. Most of them have City agreement of responsibility with CALTRANS D 11.
This focuses on the bridge that goes over CA163 through Balboa Park. Though, I do not have clarification (I'll likely open up a PIR for it, I assume that the City is responsible for anything in Balboa park, regardless of whether there's a highway in the middle of it. Stay tuned.

The area of Friars road and the Murphy Canyon BP seemed to be the most convoluted of them all. There are certain instances where the City maintains the area and others where it's CT D11's jurisdiction. I am posting a bunch of pictures that the rep sent me, most of them I can make heads and tails of, but some I cannot. There might be a maintenance agreement or two, but it's not completely clear. I spent the most time on this part. The area in question starts at Montezuma and Fairmount, includes the bike path that goes under I-15, and abruptly ends at Fairmount rd traffic, and the area that connects the path out of SnapDragon (Qualcomm/Jack Murphy) goes under the 15 off ramp to Friars and Friars rd itself. It parallels the 15 up to that onramp to 15 from Murphy Canyon and the golf course. I try to make heads and tails of it all with pictures.
To the immediate left is a more detailed version of the responsibility of the various areas of the Murphy Canyon Bike Trail from SDSU property, passing by Kinder Morgan on the west, and up towards the terminus of Murphy Canyon bl.
The first picture on the left is Friars east of 15, it shows the border between CALTRANS & COSD responsibility.
Some issues I need to take up with someone in the know at the COSD.
to the very left is the path that leads from the Kinder Morgan parking lot and connects to the MCBP (Murphy Canyon Bike Path), runs alongside Mission San Diego rd, to the north of the bridge crossing I-15. It's main issue was the overgrowth that no one seemed to take responsibility. It was more of an issue, when they were doing the initial path construction on the Measure G project, that brought you Snapdragon. That part is over, and I don't use that route anymore. This one was tossed around like a hot potato, and it was never addressed by either CalTrans, COSD, or Kinder Morgan.
Below is all about the Rose Creek Bike path. There are three agreements between the COSD and CAL TRANS D 11.
Cara Knott bike path that is east of I-15, between Scripps-Poway Pkwy and Poway rd to the immediate left is the service agreement between COSD and CALTRANS D11, Further left is the agreement by the COSD to service every exit off of CA-56 Mapping of the Cara Knott path is below.
mapping covers the San Diegito park area to the west of I-15 between Pomerado and Via Ranchero, going north. NOTE: Bicycles are allowed on that section of freeway between those two exits.
